James Masias, MPA, MBA

James has a passion working with C-level Executives supporting their efforts with business growth, securing capital and building profitability.

James has managed over $4 billion in assets, raised over $300 million in capital, analyzed thousands of financial statements, and managed finance & technology teams across multiple states like Colorado, Washington, New Mexico, Virginia; and also, internationally in Manila, Chennai and Bangalore.

James has become a financial expert in several sectors that include Start-Ups, Technology, Telecommunications, Investment Banking, Non-Profit, Government, and K-12 Education. 

While at Qwest Information Technologies, at the time a wholly-owned subsidiary of Qwest Communications, he helped manage the over $1 billion financial plan, created several business case models, streamlined the monthly close process and built the technology investment team, which approved all technology projects corporate-wide.

As the CFO at the San Diego Unified School District, he successfully managed the school system during the 2008/09 recession, eliminating over $200 million dollars of operating expenses, while still managing the $2 billion financial plan. During that time, he financed over $150 million dollars of public financing that stabilized the organization's cash needs. He worked directly with Goldman Sachs to structure a successful sale of the first $170 million-dollar tranche of a $2 billion-dollar bond program. James was the recipient of the Far West Deal of the Year Award, by Bond Buyer Magazine.

James has also been active in the community by serving on the Alumni Board of Directors’ at the University of Colorado and Regis University. He was also the President of the San Diego Chapter of the National Society of Hispanic MBA's and the Vice President of Education for the Denver Chapter. He's also very passionate about lacrosse, serving as the Head Coach for a varsity girls' lacrosse team at a local area San Diego High School.

He received his BSBA (finance) and MBA from the Anderson College of Business at Regis University and his MPA from the School of Public Affairs at the University of Colorado.

Stephanie Herrera, MBA, DBA

Dr. Stephanie A. Herrera is the President of SAH & Associates, Inc. and an Affiliate Faculty member at the Metropolitan State University of Denver College of Business.

She co-authored the book “Hispanic Entrepreneurship Training Program Colleges, Universities and Hispanic Chambers of Commerce Working to Fast Track Hispanics into Business.”

Dr. Herrera brings more than 25 years of strategic business development experience in nonprofits and membership organizations, as well as a lifetime of experience and passion for education and leadership development. She was the Founding Executive Director of the Hispanic IT Executive Council (HITEC) Foundation.

Herrera holds a BA in International Business Management, an MBA in Market Strategy from Regis University and a DBA in Business Administration.

Cesar Rosas, MBA

As Head of Business and Commercial Banking, Mr. Rosas oversees the bank’s clients in all the California markets, with responsibility for business development corporate banking professionals who serve businesses ranging from $5MM - $250MM in revenue.

Cesar received his B.A. in Business Economics from CSU - San Bernardino and his MBA from The George L. Graziadio School of Business Management, Pepperdine University.

Rosy Aburto-McDonough, MBA
Director of the Minority Office, Colorado Office of Economic Development

Created and develop a statewide vision for OEDIT focused on support for small, minority, women, and veteran-owned businesses. Establish annual performance measures, impact goals, and led the staff in the implementation of the strategic and operational plan.
• Led programs across minority chambers, partner organizations, corporations and government agencies to ensure advocacy and opportunity creation for small businesses.
• Created an information central database, resources, networking, and referrals for Colorado businesses. This resulted in business and marketing opportunities that enabled small, minority, women, and veteran-owned businesses access to the mainstream of Colorado’s economy

Rosy received her Actuarial Science Degree from Universidad Nacional Autonoma de Mexico and her MBA in finance and international business from the University of Colorado at Denver.
